Who clears what: county snow rules around Calgary

Neither county plows private driveways. Foothills County's Snow & Ice Management Policy 701-008 says private driveways and roads are the landowner's responsibility, and the county doesn't remove the windrows its plows and graders leave across approaches. Its road maintenance page says it isn't involved in plowing private driveways and points residents to private contractors.

Rocky View County's Policy C-405 also excludes private driveways, with one exception: eligible rural residents with a medical condition can apply for medical-access plowing with a physician's letter (renewed every year) and a signed indemnity agreement. That service is billed at cost-recovery rates set in the county's Master Rates Bylaw.

Windrows. In both counties, the ridge of snow a grader leaves across your driveway is yours to clear. Both suggest piling your own driveway snow on the right-hand side (as you face the road, or as you drive out) so less gets pushed back across.

When the county plows. In Foothills County, graders start on gravel roads by 6 a.m. once more than 10 cm of snow has fallen, and plow-sanders start on paved roads at more than 5 cm. If you need to be out early, your own plow contract matters.

Before you sign up. Ask whether it's a seasonal contract or pay per visit, what snowfall triggers a visit, how fast they come after a storm, and where snow gets piled (never on the septic field or over culverts). Ask how they protect a gravel driveway, and who pays for damage. Stake driveway edges, culverts, the well and septic lids before the ground freezes.

Does the plow contractor need insurance?

Ask for proof of liability insurance and a WCB Alberta clearance letter before the season starts. A clearance letter shows whether the contractor is in good standing with WCB.
